Neighbors,

This week at City Council, Chicago’s 2025 capital bond issuances was called for a vote. This capital bond issuance is a routine matter that received an unusually high level of attention from both my colleagues and the media. I appreciate those who reached out to voice their opinions, and I want to take some time to explain why I am in favor of the bond issuance.

This capital bond issuance is an essential tool for maintaining and improving Chicago’s infrastructure, like sidewalk repairs, alley repaving, streetlight upgrades, and ADA accessibility improvements. The bond funds the Aldermanic Menu Program, which is money allocated to each ward to address local infrastructure needs. As part of my Menu Program, you may have recently participated in the 26th Ward Participatory Budgeting. Your ideas and vote helped guide how our Menu money is spent.

The bond issuance follows standard municipal practices, and the repayment schedule aligns with how the city has carefully structured this bond to maintain fiscal responsibility I will be voting yes. Again, thank you to those who have engaged with my office about this important issue, and please do not hesitate to continue to engage with my office about any concerns you may have.

To get ahead of a difficult budget season, Subcommittee on Revenue Chair Alderman Will Hall is soliciting ideas, and I want to hear yours! I have created a Revenue Initiative Proposal form to submit any and all revenue ideas. In the Google form are resources to better understand revenue taxing authorities and restrictions. My office will review all ideas and pass feasible ones along to City Council for consideration.

Thank you to everyone who joined us for our 26th Ward Housing Town Hall! We had a powerful discussion on affordable housing, homelessness solutions, new state and local housing policies, and affordable homebuyer opportunities.

A special thank you to our panelists and community partners for sharing their expertise and resources. If you missed the event or want to revisit the presentations, you can view Alderperson Fuentes’ slides and presentations from some of our panelists here. We look forward to continuing the work to advance equitable housing in our ward and across the city! Stay tuned for details on our next Housing Town Hall later this year.

On Thursday, my Director of Communications, Lisa, attended the 2025 Chicago Coalition for Intercommunalism (CCIC) kickoff meeting—a space dedicated to health, safety, and justice through community-driven solutions.

CCIC is a powerful network of advocates, artists, and organizers working to:
🔹
Host cultural events like the Crime Drought Tour & community basketball tournaments.
🔹
Amplify underreported stories & push for policies like the SAFE-T Act.
🔹
Support job training, green energy, & economic opportunities for system-impacted individuals.

The evening started with a shared meal, bringing together leaders from across Chicago, followed by a moving performance highlighting Black and Brown unity and the need for hope, strength, and solidarity. The meeting reflected on CCIC’s 2024 impact and 2025 goals, closing with a meaningful conversation on reimagining safety and supporting immigrants in this moment.

Our office proudly supports this coalition and its work to uplift communities. Learn more HERE about the coalition and how you can be part of this work!

In Solidarity,

Alderperson Jessie Fuentes

Prevent Sewer Issues This Winter

Cold weather can lead to serious sewer problems. If you notice water backing up from a drain, pipe, tub, or wall, call 311 immediately and report a Water in Basement Complaint to prevent costly damage.

What to Expect:

  1. Report to 311 under Water in Basement Complaint.

  2. Inspection determines if the issue is in the City’s main sewer or your private line.

  3. If referred to the Private Drain Program (PDP), hire a Licensed & Bonded Plumber.

  4. Plumber coordinates with the City for inspection.

  5. Inspection Day: A City Inspector and plumber confirm if the issue is on the City or private side.

If the problem is on the City’s side, the City will handle repairs. If on private property, homeowners are responsible for hiring a contractor.

This program is for residential buildings with four units or less. Commercial and mixed-use properties are not eligible.

Act now to prevent bigger issues this winter.

As Alderperson of the 26th Ward, I advocate for non-congregate shelters in Humboldt Park. These provide private, dignified spaces for the unhoused. Support by signing our petition to urge the City of Chicago to establish one, promoting housing stability.

26th Ward Zoning

The 26th Ward's zoning process requires anyone requesting a zoning change to first complete a zoning intake form. After review, they present their request to the Zoning Advisory Committee and answer questions. In some cases, they may also present at a community input meeting.

We are currently reviewing zoning change requests for the following properties.

Administrative ICE Warrant VS. Judicial Warrant

🔹 Administrative ICE Warrant (First Image - SAMPLE)

  • Issued by: DHS, not a court.

  • Purpose: Allows ICE to arrest for immigration violations.

  • Limitations: Does not allow entry into your home without consent.

  • Key Detail: Signed by an immigration officer, not a judge.

🔹 Judicial Warrant (Second Image)

  • Issued by: A U.S. District Court.

  • Purpose: Authorizes law enforcement to enter, search, or seize property/individuals.

  • Authority: Signed by a judge, allows entry without consent.

⚠️ Why It Matters:
An ICE administrative warrant does not grant officers the right to enter your home—only a judicial warrant does. Always ask to see the warrant, verify details, and seek legal help if needed. For assistance, contact legal professionals or trusted community organizations.
